Abstract

The Timor-Leste territory is 14,919 km2 with approximately 1,1 million inhabitants, 1.4% of which are 0 to 14 years old (TIMOR-LESTE, 2011). That poses a number of challenges for the planning of the nation's political policies, especially those in regard to economic development and employment generation. Hence, the objective of the present investigation is to analyze public policies that generate jobs for the youth in Dili, the capital of Timor-Leste, with special emphasis on vocational and technical education. Our view on this issue stems from the field of human geography and how it has thought the matter of development as underlain by the concept of territorial governance, i.e., the articulation between public policy planning and spatial planning as vectors of development. Such is thought to justify a Research Internship Abroad at the Center for the Study of Geography and Spatial Planning (CEGOT) part of the program of the University of Porto. The theme to be investigated integrates the research line Cidades, Competitividades e Bem-Estar (Cities, Competitiveness, and Well-being) of the CEGOT whose objective is the scientific investigation of issues associated to development, territorial competitiveness and spatial planning. The Internship will focus on the analysis of the data collected in Dili, comprising Chapters Two to Six of the thesis under development in the Geography Graduate Program of the São Paulo State University (UNESP) in Rio Claro.
