The master plans of São Paulo state and the issue of urban mobility: a case study of the city of Mogi das Cruzes

Abstract

Contemporary cities have faced innumerable problems resulting from urban sprawl and population growth. To minimize the impact of this new urban reality there is a need of searching for more modern urban instruments. In this sense, the Master Plan is an important element of planning that allows the planner to know the reality of each municipality and propose specific guidelines for each urban context. Among the problems faced by Brazilian cities, we highlight the mobility issue. During several decades the Brazilian cities (including the medium-size cities) have reproduced a model of movement that is causing the reduction in mobility and accessibility, as is directed by the individual motorized transport (car). The improvement of mobility in cities, with the consequent increase in the quality of urban life, is related, in other aspects, the reduction in car dependency, which in turn, is directly associated with the reorganization of urban space, ie, the adoption of a new policy on land use planning linked to transportation planning (or the concept of sustainable urban mobility). In the face of this reality, this research aims to identify how the city of Mogi das Cruzes has inserted the issues of urban mobility and urban planning in the drafting of your Master Plan. The methodology will consist of questionnaires to experts and the public, photographic registrations, and analyses the master plan will be accomplished through the use of a list of indicators that will assess issues related to urban planning and urban mobility. As a result, it can be affirmed that the research can contribute to I) extend the survey conducted by the Ministry of Cities in 2007, identified in the Master Plan, which was the guidelines for urban mobility incorporated into this plan, and II) contribute to the formulation of public policies aimed at providing a better quality of life in these cities.
