Abstract We propose to investigate the spatial diffusion of modernization in the Brazilian economic sector of software and services in Information Technology, through the analysis of the typology and the topology of local agglomerations of companies in the sector, such as the Local Productive Arrangements and the IT companies' buildings. We also intend to assess the goals and strategies of state policies for the sector, especially the Software and Services in Information Technology Strategic Program, or "TI Maior" Program (2012-2015), and the circumstances under which they are being developed, as well as its relevance in the context of the National Strategy for Science, Technology and Innovation: 2012-2015 (ENCTI). To do so, we will seek to understand the nexus between state, market and sectoral associations in the search for greater competitiveness in the sector, considering the access to information as a key promoter element of the current general conditions of production. To operationalize the research, we propose to sketch the productive spatial circuit of software in Brazil and the cooperation circles that result from this activity, considering the relevance of new technologies as one of the geographical basis of globalization, reaffirming the current production paradigm.
