Abstract

Purchase programs of military aircraft of the Air Force Command historically played an important role in the technological development of the Brazilian aeronautics industry, so they are strongly associated with the trajectory of technological evolution of the main company in the industry. They still allowed the Air Force Command to get experience in management of complex projects. However, studies are scarce in the literature to identify the impacts of acquisition programs with high technological content, which require a great effort on the part of contractors (innovative programs). Thus, this research has as main objective to contribute to the understanding of the technological impacts of aircraft acquisition programs of the Air Command on the national aeronautics industry, especially in terms of technological capability. To achieve this goal, the adaptation of the technological array of Lall (1992) is proposed for the specific case of acquisition programs of combat aircraft of the Air Force Command. It is intended to identify the technological impacts of defense programs on the Brazilian aeronautics industry, in terms of learning and training technology. The information for the matrix construction will be collected through interviews and consultations with primary sources from the archives of the Coordinating Committee of Combat Aircraft Program (COPAC) and EMBRAER.
