Abstract

In this research project, we propose to study the production of housing for low-income families through the analysis of municipal housing programs of São Paulo/SP and Belo Horizonte/MG, in the period of 2001 to 2012, and the Minha Casa Minha Vida Program (PMCMV), promotion of the Federal Government since 2009. We try to understand the diversity of architectural experiences in this period in Sao Paulo, provided in slum urbanization programs, where it was possible to produce housing with high quality architecture. On the other hand, the recent housing production, attributed to the private sector in PMCMV, as public production in the slums of Belo Horizonte, perpetuates a history of production in which the housing is seen as a product of low quality, standardized and segregated. Thus, this research project proposes a comparative study of these programs in order to identify the determinants of a possible change of paradigm in housing production, ensuring the right to the city and the architecture to low-income population.
