Abstract

During the period from 2005 to 2012, the slum upgrading programs in São Paulo promoted popular housing with architectural and urbanistic quality. On the other hand, the recent housing production, attributed to the private sector under the Minha Casa Minha Vida Program (PMCMV), as the public production in Belo Horizonte slums, perpetuates a history of production in which the housing is seen as a product of low quality, standardized and segregated. Seeking possibilities to overcome this impasse, this dissertation includes a study about the popular housing production by slums upgrading and MCMV programs, in the two mentioned cities, emphasizing the project approach and the professional architect and urbanist performance in public administration. As a result, this work interprets the \"good architecture\" of the slum production in São Paulo, and identifies some determinants and barriers to the public housing production with access to architecture and to the city.
