Abstract

Historically, the water resources, suffer all impacts that the anthropic changes do, creating the need of an appropriate planning and ordering, since environment and population integrate a dynamic with interrelated effects. Therefore, the urban sprawl and the others alterations in the geographical space, have to be managed by relevant legislations, to regulate and control the impacts that may result in a water resources damage, ensuring multiple water usage. In the Brazil, the water resources management occurs in the federal and state ambits, administered by the national and federal councils of the water resources. The main law applied to manage the waters is the law 9.433/1997 - National Water Resources Policy. Legally, the management of the water resources has to occur in a decentralized way and it has to involve public authorities, users and community, considering the river basin likes a unit physical-territorial the planning and management. For that, the main objective of this research project, to be carried out abroad, consists of an analysis of the water resources management in Portugal, to understand the environment public polices and its management instruments. The methodology is founded in the theoretical study on the basis of the review literature and analyses of existing laws in Portugal, in order to compare the Brazilian case. This will provide information and will bring solid knowledge for the theme of master degree research that is already ongoing on the Master's Program of Geography at University of Campinas. (AU)
