Abstract

This project is a proposal to realization of Stage BEPE in the École des Hautes Études nn Sciences Sociales - EHESS/France and, in particular, in the Institut de Recherche sur les interdisciplinaire Enjeux Sociaux (Sciences Sociales, Politique, Santé) - IRIS. Aims to continue the research that studies the National Social Assistance Policy - PNAS that I have ongoing, and that has been devoted to the study of different dimensions that takes the notion of complexity in the implementation phase of this policy. The objective of this proposal is to describe and analyze the modes of emergency of social vulnerability category as justification of the intervention model proposed by the National Social Assistance Policy in Brazil, contrasting them with the empirical senses that such a notion currently have assumed, in daily of Social Assistance. It has as subsidiary objectives: i) to describe the different senses they may take, in practices, the set of social indicators that inform the notion of social vulnerability; ii) analyze the empirical consequences of government of Social Assistance Policies through this set of indicators, which support the notion of social vulnerability. The choice to develop this project in the IRIS and EHESS is linked to the fact that they are centers of reference in the study of social policies in France, with a long tradition in comparative studies. Access to research literature in the area, as well as contact with the foreign supervisor, specialist in studies of social policies, social protection, state of welfare, beyond the biographical and qualitative methods to study these policies, will contribute to the development of the above proposal and to internationalization of my research networks as a student, as well as of research groups which I participate.
