The Itamaraty in Operation Condor: the participation of information services of the Ministry of Foreign Affairs in the military regime

Abstract

During the Cold War, the ideological opposition between United States and Soviet Union was reflected in South America through the rise of authoritarian regimes in a considerable portion of the countries of the continent. The American preponderance in the Western Hemisphere contributed to the spread of combating communist threat internationally, to which the South American countries - specifically, Argentina, Bolivia, Brazil Chile, Paraguay and Uruguay - have joined in a coordinated and systematized way through Operation Condor. Institutionalized in 1975, in Santiago de Chile, the operation was one of the most sophisticated information-sharing systems, whose aim was to prevent the advance of Communist ideology among its members. Bounded by strategic conception of "internal enemy", inherited from a national security doctrine, the Operation also removed the "borders" by "ideological frontiers", expanding the reach of authoritarian governments in their anti-subversive struggle. As part of this system, Brazil was present in the activities of the Operation, among other forms, through the participation of information services, specifically with the Foreign Information Center (CIEX), committed to the Ministry of Foreign Affairs. Thereby, this research is intended to analyze the participation of this organ in Operation Condor.
