Abstract

The theme of the project will be the development of state capacity at the municipal level and its relationship with intergovernmental relations in Brazilian federalism between 1997 and 2010. The object of research are federal programs during the administrations of Fernando Henrique Cardoso (FHC) (1995/2002) and Lula (2003/2010) aimed to expand the administrative and fiscal efficiency of the municipalities. Will address the historical and the institutional design of programs, how to implement and results in the increasing in administrative and fiscal capacity of the cities. The research will examine two programs: PMAT (Program for the Modernization of Tax Administrations), launched in 1997 by the Ministry of Planning and coordinated by the National Bank for Economic and Social Development (BNDES) and the PNAFM (National Program of Support for Administrative and Fiscal Management of Brazilian Municipalities), launched in 2001 by the Ministry of Finance and coordinated by the Caixa Econômica Federal. Still will be studied the Federal Joint Committee (CAF), intergovernmental forum implemented by the federal government in 2005 to address issues related to municipal management. The PNAGE (National Program to Support Modernization of Management and Planning of the Brazilian states and the Federal District), launched in 2006 by the Ministry of Planning, Budget and Management, will serve as a counterfactual to analyze how the model and cooperative intergovernmental of this program could serve for the action of CAF in municipal management.
