Abstract

The aim of this study is to investigate the elaboration of the public bid for Public Lightening (PL) in São Paulo City, from the standpoint of the institutional design of three public-private arrangements: Call-for-Proposals (CFP), Public Consultations (PC) and Public Hearings (PH). The analysis adopts two approaches. The first is based on the assessment of the institutions' participatory extent, through the questions: How the participation in the institution is determined and who participated in the PL? Which interests were represented? The second approach focuses on the deliberative efficiency of each institution: How the deliberation taken in each of the three institutions under analysis is processed by the public sphere? Is there any evidence that the consensus, demands and conflicts which are present in each public-private interaction are incorporated at the final project? CFP PCs and PHs have different arrangements. The hypothesis which guides this study is that while CFPs account for limited participation, they are highly efficient in their deliberation. PHs, on the contrary, have a broad range of participation but limited deliberative efficiency. PCs appear to be institutions that when compared to CFP and PHs, combine a certain level of participation to some deliberative efficiency. The research is based on literature review, document analysis and interviews, which allow for a functional approach towards institutions and to describe public and private relations as well as who participates and influences public policies.
