Abstract The implementation of many Protected Areas (PAs) have been one of the main strategies adopted for the preservation of biodiversity. However, we often see the involvement of PAs in serious socio-environmental conflicts and land use, particularly frequent in areas where there is economic pressure for land use. To make it worse, the set of actions taken by management of PAs are not always enough to solve most of the problems. Furthermore, many of these areas do not present any management tool, or when few have at least a management plan, these are not implemented. As a consequence, there are a number of strictly PAs located in urban areas or next to them, that face serious conflicts, of which are lack of technical definition of the name adopted, incompatibility of categories by the proposed objectives, incompatible limits with the objectives of the strictly PAs, constant pressure of urbanization around, lack of human and material resources, lack of planning, among others. Thus, this research aims to identify and analyze environmental conflicts and areas of land use that occur in certain strictly PAs, notably those located in areas of urban expansion and identify the procedures that have been adopted to solve these conflicts. Additionally, a theoretical model based on the criteria used for the creation of protected areas, defined by the International Union for Conservation of Nature (IUCN) and the National System of Conservation Units (SNUC), will be established in order to minimize environmental conflicts in these PAs.
