Abstract

The basis for the production, distribution and sale of alcohol in Brazil was expanded through the National Alcohol Program (PROÁLCOOL) established in 1975. The launch of cars with flex-fuel technology, in 2003, boosted the use of ethanol nationwide. In this scenario, directed to considerable investment in the sugarcane industry and the National Bank for Economic and Social Development (BNDES) has emerged as one of the main supporters and funders for the growth and expansion of the sector in the recent period. Therefore, this research aims to study the expansion of sugarcane activity in the states of São Paulo and Mato Grosso do Sul, highlighting the entry of the Odebrecht conglomerate in the sector by founding the Agribusiness Odebrecht Group in 2007. To understand the group performance in the industry, we selected two agro-processing units (one in each state), and the São Paulo unit corresponds to Plant Conquista do Pontal in Paranapanema's Lookout and the Mato Grosso do Sul unit is Usina Santa Luzia, in the municipality of new Dawn South. we intend to analyze how the expansion of sugarcane activity interferes with the socio-economic dynamics of the municipalities in which the plants are installed and its surroundings. The analysis will be undertaken considering the geographical scales in order to highlight the power relations on local / regional territory and the role of the state as stimulator of that sector expansion process.
