Abstract

Introduction: The resources for the health system are limited, to maximize health gains, it is necessary obtained through the use of available resources and for this, the economic evaluation of health technologies can be a tool to aid decision-making in management the health system. Full economic evaluations produce Incremental Cost-Effectiveness Ratio (ICER), which may be below or above the cost-effectiveness threshold (»). The threshold is the value that society is willing to pay for an additional unit of effectiveness, often measured in years of quality-adjusted life (QALY). Justification: Understanding the technologies incorporation policy in SUS and the development of a threshold estimate for the national context can assist decision makers in the process of incorporation of health technologies and resource allocation in the Brazilian health system. Currently there is not a cost-effectiveness threshold officially adopted for economic evaluations developed in Brazil. Objective: To analyze the context of health technologies incorporation policies and carry out the first estimate of the cost-effectiveness threshold for Brazil. Methods: Includes three main steps: (1) Narrative review of literature and reading official documents to analyze the context of the incorporation of technology policies in international and national context; (2) Qualitative analysis to understanding of the actors participating in the development and management of evaluation and incorporation of technologies in Brazil on the use of cost-effectiveness threshold in Brazil in national economic evaluations; (3) Preliminary estimate of cost-effectiveness threshold for the Brazilian scenario, with the application of the methodology developed in the UK.
