Abstract

The aim of this project is to investigate the mutually constitutive relationship between subjects and rights through a comparative analysis of the agendas to combat gender and race inequalities and to promote "LGBT rights" in the Brazilian government between 2003 and 2015. More specifically, it will seek to understand recognition (and production) of differences engines tied to a particular conception of equality of rights inherent in such "state formation process" (Elias, 2006). The proposals presented here is a former research unfolding in which leaned on the social and political processes that make possible the establishment of the "LGBT population" as subjects of rights in contemporary Brazil. This investment resulted in an analysis that focuses on the political strategies of actors involved in the debate about the "LGBT rights", inquiring into the way certain "rights" embody specific "identities" and vice-versa. This project shifts the focus of initiatives located in the constitution and administration of "LGBT population" to a broader area involving a set of gender and race equality policies. The analysis includes documents that deal with guidelines and evaluations for implementing those policies and observation at events such as the Brazilian Conference on Policies for Women and proposes to reflect on the way concepts and categories involved in this discourses and processes, progressively shape new repertoires of meaning and recognition of subjects (and their specificities) and rights. It is hoped thus produce an overview that contributes to understanding efforts regarding the persistence of gender and race inequalities in Brazil.
