Abstract

The Intergovernmental Cooperation has become possible as a prominent approach between governments, potentially able to improve and expand the supply of public services in the various sectors. Its establishment keeps a direct relationship with the pattern of intergovernmental relations, design of policies and levels of autonomy of governments, and therefore, each country reveals, on their way, their instruments of cooperation, which vary in terms of institutionalization, formalization and public policy emphasized. From this context, this project aims to study the experience of the Education Consortium formed between the Generalitat of Catalunya and Ajuntament of Barcelona (and its ten townships), whose purpose is the management of public education in the city of Barcelona and its ten townships. Specifically, we seek to understand if the management model and the legal provisions adopted by the consortium has meet the established objectives, including ensuring the improvement of educational services. As in Brazil, education is not among the sectors with the highest frequency of cooperation instruments in Spain. However, in the case of Spain, it is an initiative involving the planning and management of public resources from one set of school units, differential compared to the recent ones - and embryonic - consortia and educational arrangements in Brazil. To this end, there will be a case study, which will involve literature review, document review and field visit to conduct interviews with managers and technicians, so that the main aspects of the consortium can be identified, and also the benefits in terms of scale and quality of service.
