Abstract

The Counter-Reformation of the State in Brazil has raised a valuable discussion between researchers, activists and representatives of civil society about the public-private relationship inserted in the public administration and the guarantee of social policy and quality under the responsibility and how operates by the State. The aim of this study is to reflect and search one of the contemporary forms of health management policy, in particular, the Brazilian Hospital Services (EBSERH). In order to shed lights on the debate from a certain determined knowledge: the Social Work. It seeks to identify the main characteristics of the management performed by the EBSERH at the University Hospital Prof. Dr. Horácio Carlos Penepucci, of Federal University of São Carlos (UFSCar), including the social relations of the work developed from the contract with the Brazilian Company. This research approaches the collecting qualitative empirical data from semi-structured interviews with professionals of the hospital, such as: social workers, nurses, doctors and psychologists. At the end of this study is expected to be evident the main characteristics of the management performed by Ebserh at the University Hospital and will contribute to the debate in the Brazilian Social Service that has been performed around the social and inflexible defense of social rights policies.
