Abstract

The intersectoral approach has been defended normatively by academics and government managers as a way of responding to complex social problems, particularly in the field of social policy and poverty reduction. However, analysis of which factors influence or restrict its implementation, including the political dynamics that permeates the public policy, are still incomplete. In this context, this project aims to inquire the major determinants of the definition and implementation of intersectoral projects signed between the Secretaria Municipal de Assistência e Desenvolvimento Social - SMADS of São Paulo and other departments, from 2005, following period from the approval of Sistema Único de Assistência Social - SUAS. To achieve this goal, which has essentially relational issues, it will be used theoretically and methodologically the social network analysis. Thus, the project presented defends the urgency of conducting empirical studies on the subject in matter. Therefore, some questions motivate and guide the project: who are the actors involved in these processes, providing and mobilizing what resources, interacting in which governance standards, using what kind of public policy instruments, and constrained by what factors. In order to identify regularities and allows comparisons over time, the analysis will cover the government administrations of José Serra (2005-2006), Gilberto Kassab (2006-2013) and Fernando Haddad (2013-2016).
