This research aims to construe the affiliation between Brazil - United States in the field of social housing in São Paulo during the 1970s, period when the military government began to spread various popular housing programs, not only in the federal level, but also in the state level. In those years, the State of São Paulo Government promoted an agreement with US institutions for research in the housing sector at the State Housing Bank for the People (CECAP), the main organ in the state housing plan, but also received a housing action International Basic Economy Corporation (IBEC), the Rockefeller Foundation company to operate in Latin America. Through historiographical analysis, we aim to understand how was the housing action in the State of São Paulo by the US presence in CECAP and the performance of IBEC, and analyze their policies and specifications are understood in a period where public housing was extremely widespread as a means to combat communists and progressive politic ideas.
