Abstract

Until the year of 2010 the guarantee of food to every citizen as a basic right was not in the Federal Constitution. The process to include this right happened as a joint force with several measures from the Brazilian government since 2003. The Zero Hunger program was the main project of these measures. However, thirteen years after its creation the program is still subject of discussion, even thought it was diluted in several food security and income generation programs.I begin this research through the perspective that the Hunger Zero program, despite its effort to end hunger, can be considered a milestone in the Brazilian social public policies. Therefore, it is the main goal of this study to develop ethnography of the Food Security policies, through the analysis of the trajectory of the Hunger Zero program in relation to the construction of the 'hunger' category. Hence, I intend to discuss the governmental actions exploring the inter-relations of this process, the different arenas at stake and the political subjects that project themselves and that are consolidating themselves in this process. Aiming so, to comprehend some categories that are interwoven in this dispute, such as the idea of rights, assistance, vulnerability and social wellbeing.Thus, I intend to develop a multi-sited ethnography of the social trajectory of the Hunger Zero program, since its creation up to its current effects and unfoldings, at three different fields: the documents and actors involved in the creation of the program, the National Food Security Council, and the city of Guariba, PI, place where it was applied the pilot project.
