Abstract

Conditional Cash Transfer Programs (CCTs) have emerged in Latin America to relieve extreme poverty and are now present in many low and middle-income countries across the globe. The Brazilian CCT Programa Bolsa Família (PBF) has 50 million participants and is the largest program of its kind in the world. However, few studies have evaluated its impact on health outcomes, as well as its combined effects when associated with other public policies. Synergy of demand-side social policies such as PBF, and supply-side policies as the Programa de Aquisição Direta de Alimentos (Direct Food Acquisition Program) (PAA), have an even greater potential to positively impact low-income participants´ health status; and may also counterbalance an undesired increase in Obesity incidence and prevalence rates among this population. This study aims to assess the protective effect of PBF and PAA in low-income children overweight incidence and prevalence rates utilizing data from the National Nutrition and Food Security System and the Brazilian National Database for Social Policies (Cadastro Único) from 2008 to 2012. This retrospective longitudinal cohort study will use an individual-level database of approximately 10 million children enrolled in PBF and municipality-level datasets. Children between the ages of 0 an 9 will be included in the study. Using a quasi-experimental design children will be compared according to (1) duration of the exposure to the CCT (years enrolled in PBF); and (2) intensity of the exposure (accumulated income transfers). Boys and girls will be assessed separately. Models for panel data will be estimated. Data on PAA are at the municipality level thus models will account for intercluster correlation at the municipality level. (AU)
