Abstract

The last decades have witnessed an increasing relaxation of the, prior rigid, frontiers between public and private entities. Facing tighter budget constraints, the public sector has turned to alternative organizational forms, both within its structure and by means of external contracting and public-private partnership, as options to leverage performance on the provision of public services. Each organizational format is associated with a particular combination of structural design, incentive structure, benefits, and risks. This movement underscores the requirement for studies exploring and comparing the conditions under which each format is optimal as well as their expected outcomes. In particular, how internal and external resources are managed is one of the possible channels to improve outcome, i.e., heterogeneous management practices could be mediators of enhanced performance. This project's objective is two-folded: to study the internal features of alternative organizational forms for the provision of public services and to explore whether and how heterogeneous management practices might span differing results across these formats. In particular, we focus on the provision of educational services. A quantitative analysis using student-level and school-level data will attempt to test hypotheses addressing the mediating role of management practices on the performance across schools with different ownership structures. A qualitative research intends to further comprehend the channels through which managerial quality affects student-level performance. Finally, we propose to develop a theoretical model encompassing a novel mechanism for public contracting: the social impact bond.
