Abstract

The 1970s and 1980s seem to be, for the development of International Relations theory in its American debate, a very fruitful period due to the variety of theoretical perspectives of the moment, specially those concerning international cooperation. Perhaps the most important theoretical perspective of that moment was structural realism, developed in 1979 by Kenneth Waltz. On the spotlight of the critics all the 1980s long, Waltz's proposal goes through the formulation of a synthesis of his ideas and those of two of his most known critics, Robert Keohane and Joseph Nye, proponents of the liberal-institutionalist perspective, based mostly on transnationalism and the theory of complex interdependence. Taking as ground the discussion on cooperation taken by both perspectives, once it is a common theme to them, this proposed research aims to examine, departing from the theoretical environment in which the authors dialogue, the possibility of this neo-neo synthesis between both schools of thought, using for this purpose the philosophical-scientific reference of Imre Lakatos's, author whose ideas base Waltz's perspective. Making a bibliographic survey on the common discussion between the authors, the possibility of the Neo-neo synthesis, as it became known, becomes importat for a balance of the theoretical tools used to analyze the international phenomena, once it would allow to think in terms of two theoretical streams referred still nowadays in the international theory debates: the rationalism (result of the Neo-neo synthesis) and reflectivism.
