Abstract

In May 2016 completed nine years of the extinction of the Rede Ferroviária Federal S.A (RFFSA). What remains of this immense patrimony since it was merged into the Union? As the Secretariat for Federal Heritage (SPU) has managed this heritage? What is the allocation of non-operating assets of the company? What is your social role? This research is focused on the analysis of non-operating assets, one of the most valuable assets remaining company, consisting of a set of 52.736 property, spread over more than a thousand municipalities. However, the difficulties of management of SPU to receive, administer and/or promote an appropriate destination the non-operational property of the former RFFSA has resulted in abandonment process, scrap, invasion, plundering and squandering of public heritage. The main objective of this research is to carry out the identification of these properties located in São Carlos City, diagnose their conditions and propose public policies for the allocation of these properties from their vocation. The expectation of the study is to create subsidies that can contribute to the efficient use of assets of the former RFFSA and assist public officials in these decisions.
