Abstract

Since 2001, during the Doha Ministerial Round, trade barriers (tariff and non-tariff) on trade in environmental goods have been reduced, but negotiations have not advanced due to conflicts of interest between developed and developing countries, whose market is nascent and with high import tariffs. The lack of definition led to the use of classification lists, of which references are from the Organization for Economic Cooperation and Development (OECD), which includes ethanol, and APEC, which concentrates industrialized products. Brazil has had little expression in this market, but ethanol seems to be one of the environmental goods that generate comparative advantages. Thus, the objective of this project is to evaluate and compare the evolution and composition of Brazilian exports of environmental goods between the OECD and the Asia-Pacific Economic Cooperation (APEC) lists from 2001 to 2015, in order to identify the goods with the largest and smallest comparative advantages and which can point out significant differences between the lists. To do so, the Revealed Comparative Advantages Index (IVCR) of the Brazilian exports destined to the world for all the environmental goods of the two lists will be calculated from the COMTRADE database. The results of the research will allow us to generate elements to discuss products potentially affected by liberalization from the lists approach, in a positive and negative way. (AU)
