Abstract

The World Health Organization (WHO) was a pioneer in addressing the issue of social participation in international organizations, however, there are a lot of questions about the effectiveness of institutional spaces of dialogue. Thus, considering the intense relationship of WHO with a vast number of non-State actors, Member States have been trying to establish a policy in order to regulate these relationships. In 2012, the Framework of Engagement with non-State Actors (FENSA) was presented, it is a document that discuss the WHO's collaboration with NGOs. In this direction, by using a specific case study and by collecting and analyzing the documents that will be complemented by interviews, this research will seek to identify the positions of the most active WHO Member States during the preparation the FENSA, as well as the different coalitions that were formed during the negotiations and the positions of non-State actors. We believe that FENSA' final text comprises the positions of the developed states over those of developing States and furthermore that the document also conceals the linking between, on one hand, the positions of Member States and their coalitions and, on the other hand, the demands of the different categories of non-State actors, especially the private sector and philanthropic foundations.
