Abstract

A significant reorientation seems to have affected Brazil's foreign policy throughout the year of 2019. The research aims to investigate the directions of health diplomacy, in which the country has been relevant, especially since the implementation of the Unified Health System in the 1980s and South-South technical cooperation from the 2000s onwards. We will analyze Brazil's health diplomacy in the World Health Organization forums, where it has a historically recognized role. The country membership to a US-led conservative coalition announced in different forums, the World Health Assembly included, named Alliance for the family, signals an unprecedented moment of inflection. We will identify Brazil's positions and map the coalitions it has joined under the methodological framework of public policy diffusion. Literature reviews and documentary research of records such as meeting minutes will be deployed, as well as interviews with key actors. The results will be compared from a historical perspective and to the overall delegations positioning. (AU)
