Abstract

This research project seeks to analyze factors associated with the efficacy of gender quotas in politics to: 1- increase women's representation in legislative chambers and 2- produce laws and policies advancing women's diffuse interests. In order to achieve this goal, this project proposes the application of mixed methods, that is, the combination of quantitative and qualitative techniques, focusing on Latin American experiences. In our quantitative approach, we will build a dataset about women's political representation, with information for all legislatures of nineteen Latin American countries between 1990 and 2017 on: proportion of seats occupied by women, characteristics of gender quotas legislation in force, enactment of laws advancing women's rights, and relevant institutional, social and economic factors. The association between variables will be estimated with multiple regression techniques. The qualitative analysis will focus on one Latin American case that is representative of high efficacy of gender quota laws and one that is representative of low efficacy, in order for us to understand thoroughly the mechanisms the condition this efficacy. Because many Latin American countries have adopted gender quotas recently, this project will analyze evidence from cases not sufficiently explored by the literature to enhance our understanding about the determinants of the efficacy of this type of legislation, keeping in mind the goals commonly pronounced by legislators.
