Local Governments and Regional Inequalities in Education and Health Policies in Spain: a comparative analysis with Brazil

Abstract

This research will analyze education and health policies in Spain in a comparative perspective with Brazil. During the postdoctoral stage, the activities will be focused on analyzing the Spanish case, through bibliographic research, documentary analysis, data collection and construction indicators of resource, supply and results about education and health policies. With Spanish Autonomous Communities - CAACs as unit of analysis, the performance of the decentralized management will be evaluated by the application of the Data Envelopment Analysis (DEA) model, whose results will guide the case studies in four CCAAs, corresponding to the best and the worst performances in each policy, in order to identify the local political, administrative and institutional determinants that explain the results obtained by local governments. In sequence, the trajectory of the regional inequalities will be measured by the calculation of the Gini Coefficient for the period 2000 - 2015. For comparative analysis, the DEA model and the Gini calculation will also be applied to Brazil, with data disaggregated for the 26 states of federation, using the same indicators, based on studies already produced by the author about federal regulation and local management of education and health policies in Brazil (VAZQUEZ, 2011; 2012a; 2012b; 2014). High autonomy, in fact, make local governments more efficient? Regional inequalities are larger in the Spanish autonomous model or under Brazilian federal regulation? These questions will guide this research, in order to improve the public education and health systems in both countries with this comparative analysis.
