Abstract

This research presents the debate on federalism and constitutional transfers, from which it gained its dimension, especially since the Federal Constitution of 1988. The Constitutional Transfers were created to provide a better development of each region after the decentralization that the country passed after the decade of 1988 The Constitution attributed to municipalities their own tax jurisdiction and participation in the proceeds of the collection of taxes of the Union and the states. Currently in Brazil, constitutional transfers can be directed from the Union to the States, from the Union to the municipalities and from the Federated States to the municipalities, from which the federal government transfers resources to the States and Municipalities and the states transfer only to the municipalities. The Constitutional Transfers are fundamental in the organization of the Brazilian territory, as an aid to the economy. Else, it can contribute to leverage local and regional development. This research project has as general objective to analyze the evolution of legal constitutional transfers to the municipality of Presidente Prudente in the period 2000-2017. (AU)
