Abstract

The Brazilian Single Transferable Vote electoral system for legislative public office created the so-called vote-poolers: widely popular candidates who help elect less popular candidates through the vote transfer system. This project seeks to understand the vote pooling phenomena by analyzing the 2014 elections and subsequent mandates of the vote poolers of the State of São Paulo. More specifically, this project focuses on the careers of the vote poolers both inside congress and in their parties and what are the dynamics between these charismatic personalities and party structure.
