Abstract

The political behavior of the Brazilian businessmen has been the subject of Political Science studies since the 1950s. Throughout this period, studies oscillated between an interpretation of the group as either active and organised, or as passive and disorganized. Dilma Rousseff's terms as president (2011-2016) open a new opportunity to address this subject, since the former president promoted an economic policy aimed at promoting GDP growth via the industrial sector, using government incentives to foster private investment. This priority - symbolized by the Plano Brasil Maior - initially had the support of business associations and unions, which was withdrawn until culminating in an active participation of a significant part of the businessmen in the campaign for impeaching Rousseff. What motivated this behavior change? Why did the industrial sector turn against a government that implemented an agenda of its own interest? The objective of this project is to investigate the motivations that guided the behavior of industrial businessmen during Rousseff's mandates, focusing on the case of the Federation of Industries of the State of São Paulo (Fiesp), which had an initial role in supporting the government and, later, opposed the then president.
