The Duck\'s Egg: an analysis of the political reorientation of the Federation of the Industries of the State of Sao Paulo

Abstract

The political behavior of the Brazilian businessmen has been the subject of Political Science studies since the 1950s. Throughout this period, studies oscillated between an interpretation of the group as either active and organized, or as passive and disorganized. Dilma Rousseff\'s terms as president (2011-2016) open a new opportunity to address this subject, since the former president promoted an economic policy aimed at promoting GDP growth via the industrial sector. Initially, this project had the support of business associations and unions, which contrasts, however, with the scenario in the president\'s second term, when these groups largely supported Rousseff\'s impeachment. What motivated this behavior change? We seek to answer this question through a case study of the Federation of the Industries of the São Paulo State (known as Fiesp), which played a significant role during in this period. To this end, we use process-tracing method to reconstruct Fiesp\'s trajectory since the rise of Paulo Skaf, president of the federation since 2004, until the beginning of 2020, based on a qualitative empirical research based on interviews, documents and the press. We argue that Fiesp\'s political reorientation should be understood as a result from the following processes: (a) the deindustrialization process, whose impact on the relation of forces within Fiesp transformed its bases and made Skaf viable; (b) the distributive conflict aggravated from 2011 onwards, which led the industry to call for spending cuts and structural reforms to guarantee its share of the national income by weakening the workers\' position; (c) the conservative ideological radicalization from 2013 onwards, which complements and organizes the material dissatisfactions in a broader political project; (d) Skaf\'s agency, as limited by the two last links.
