Abstract

This research aims to strengthen the dialogue between the contemporary normative political theory, especially theories on distributive justice and population health, and the empirical studies on health inequalities. The objective is to address a normative problem concerning the identification and measurement of unjust health inequalities and, then, to make a comprehensive, normatively oriented, diagnosis of the unjust health inequalities existing in the contemporary Brazilian context. This normative issue can be synthesized in the following research question: how should we identify and measure the health inequalities existing in real circumstances, which are relevant from a perspective of justice? As a strategy for elaborating an adequate answer to this research problem, we will divide this question in two more specific ones. It will be sought to present a normative reflection (1) about the correct distribuendum that should inform our considerations of justice and population health and (2) about the appropriate first principle of justice that must guide our claims on distributive justice and population health. A research hypothesis is that the metric adopted for measurement of population health inequities should measure health inequalities between relevant social groups, favoring the identification of aggregate inequalities and disadvantages among socieconomic groups instead of adopting metrics focused on individual health.
