Abstract

The Local Agenda 21 is a planning tool that aims the balance and integration of economic, environmental and social issues, possessing as an important characteristic the broad involvement of the State and civil society for its elaboration. Therefore, this project aims to verify if the environmental policies of organizations in the second sector of society, endowed with ISO 14001 certification, can contribute to the elaboration of a Local Agenda 21. The methodology used will be based in the bibliographic analysis and in the comparative method, involving the thematic axes of the National and Local Agenda 21 and the Environmental Management System (EMS) of the organizations. Although the EMSs of these organizations usually represent exclusively private interests, by harnessing and broadening their objectives for the collective sphere, a positive response can be obtained for society, after adapting them to a Local Agenda 21, which requires the broad participation of all sectors of society.
