Contributions of the BNDES in the promotion of technological innovation in the Brazilian industry in the recent period

Abstract

This research project seeks to identify the BNDES contributions to promote innovation in industry - one of the priorities declared by the Bank - through its non-reimbursable financing line, FUNTEC, for the period comprising the last three industrial development policies: Industrial, Technological and Foreign Trade Policy - PITCE (2004 to 2008); Productive Development Policy - PDP (2008 - 2010); and Plan Brasil Maior - PBM (2011 to 2014). To do so, it is convenient to analyze if there is any correspondence between the sectors of the companies that obtained credit through FUNTEC and the priority sectors of the industrial development policies created by the federal government. Correspondence that can be identified observing the sectorial dispersion and the size of the companies of the industrial sector that obtained credit directly with the BNDES through non-refundable financing. The objective in the granting of credits for technological innovation is to offer medium and long-term financing that creates conditions for the expansion of productive capacity and consequently of productivity, bringing with it propagating effects that stimulate so-called intersectoral linkages.This research project is relevant insofar as the poor productivity performance in the industry is observed, especially in the last three decades. According to the theoretical framework used by this project, through technological innovation it is possible to make qualitative leaps in the productive process of the industrial sector, making it become more competitive in an economic environment that shows, every decade that happens, more globalized and integrated.
