Abstract

A stream of "rebirth" has been cataloged in the last years of the Argentine national defense policy agenda. An example of this is the significant increase in military expenditures in 2005, in comparison with the lack of attention given to the issue in the year of (re) democratization in Argentina, 1983. Although it is necessary to institutionalize the power relations of the State for the restoration of order in the early years of the transition from the authoritarian regime, demands for the restoration of democracy led to distancing and drowning of the defense system and the armed forces. In the area of civil-military relations, the prevailing thesis holds that the factors to be accounted for by this recent re-attended attention should be both the implementation of a neodevelopmental strategy and a type of control that emphasizes civilian oversight over the armed forces. The present research tries to stress this thesis in order to observe the extension of the causal nexus between the maintenance of a civil control that models how political power relates to the defense agenda and also to what extent it would be the establishment of the neodevelopmental program the element responsible for the revival of military doctrine, for the reconstruction of the defense industry and for the increase in the military budget. In order to do so, the records of the defense budget will be verified in order to identify and analyze their constraints and, therefore, to investigate the hypotheses responsible for this new magnitude of the theme.
