Abstract

We put forward a study focused on the urban project for Buenos Aires, which was created by Comisión de Estética Edilicia Municipal and published in 1925. Our analysis on Proyecto orgánico para la urbanización del municipio aims to comprehend the making of urbanism's learning and practices across the discussions on the city. We seek to investigate a worldwide-established debate, driving our attention to its role in America within its circulation context. As we tag the comprehension on the debate that establishes the field of this subject as problematic one and use Proyecto as a pivot for the analysis, it is necessary to broaden the gap for the analysis both forward and backward in relation to the publication of this source. Since it is a moment in which Argentina, in the context of Pan-American debate, participates on this making simultaneously with other countries, we do not consider these discussions have a center. It is, on the contrary, made around the actions of professionals. When it is possible to see some readings of a civic art in transformation in Proyecto, it puts in question the limits of action around these developing learnings, since it brings to mind not only downtown embellishment, but also the suburban infrastructure, which drives it inside a debate for the decentralization of urban interventions that took place at that time. We sustain that in the 1920's it is possible to understand Argentina's and the American continent's insertion in the debates around the making of urbanism in an active way, since they arise as backgrounds of professionals' circulation. For that reason, the document shall not be treated as an object with an end in itself, but as a part of this worldwide debate, in which plural concepts around the city are, at various times, in question.
