Abstract The project aims to analyze the effects of discursive production on the issue of legitimacy and the subject of human rights on criminal justice institutions during the period of democratic transition. Ourfocus will be on the placement of security forces into the party institutional politics. For this purpose, the empirical universe will rely on retired police officers who became a political group in the São Paulo State parliament between 1987 and 1999. The aim of this research is to investigate the organization of conservative discourses within this historical context and its effects in the delegitimization of human rights guidelines and the replacement of authoritarian legacies in collective perceptions on justice and democracy. As a theoretical objective, the case study seeks to contribute to the thesis of socially implanted authoritarianism, emphasizing its aspects of replacement and adaptation to new contexts. Among the empirical objectives, we aim to reconstitute the discursive practices on human rights and security policies among the legislative production of the Sao Paulo's State parliament between 1987 and 1999.
