Chronic and transitory poverty in Brazil: an analysis for the period 2012-2019 using data from the Continuous PNAD

Abstract

The development of the studies on poverty resulted in a consensus regarding the multidimensionality of this phenomenon. Also, the observation of the situation of families over time has allowed us to conclude about the dynamic characteristic of poverty, that is, the entering and exiting from the situation. Given the importance of the temporal dimension and the small number of studies on the dynamics of poverty in Brazil, the project aims to contribute to this literature by applying the chronic and transitory poverty categorization of Hulme and Shepherd ( 2003), using the families of the Continuous PNAD (PNADC/IBGE), in the period 2012-2019. This period coincides with the beginning and deepening of the economic crisis in Brazil. Analyzes of poverty dynamics using the data from the PNADC are not yet known. Two poverty lines will be used and compared: an objective poverty line based on the eligibility criterion of the Bolsa Família Program; and a relative poverty line, based on the relative poverty approach of Rocha (1997). This categorization will allow delineating the socioeconomic and demographic profile of the Brazilian families with different poverty profiles (chronic poor, transitory poor and never poor), through the use of descriptive statistics and multiple linear regression. Besides, disaggregated analyzes will be carried out for macro-regions and Brazilian states, considering the specificities of poverty in each region. Finally, based on the existing literature, it is intended to compare the results of the project and to understand what public policies are designed to alleviate the different types of deprivation.
