Abstract

The project discusses the pluralization of Brazilian foreign policy, that is, the numerical increase and diversification of participants in policymaking processes. More specifically, we propose the construction of a new indicator to describe pluralization and test hypotheses in order to explain variation in participant number and type, as well as the effects of this variation on the policy outcome. Testing will take place with mixed-methods: variation in time will be studied through statistical analysis; quantitative indicators' validity and hypotheses' congruence with within-case variation will be tested through causal mechanism process tracing in selected cases. Participation variation will be measured primarily by the composition of delegations in international conferences, calculating the proportion of diplomats, other state actors and non-state actors present as state representatives in events. Pluralization effects on foreign policy coherence and stability will be measured with data obtained in an expert survey. (AU)
