Abstract

Over the past ten years, São José do Rio Preto, Ribeirão Preto and Piracicaba were the record-breaking municipalities in approving new urbanized plots in the state of São Paulo. This fact, compared to the gradual reduction in the annual geometric rates of population growth, shows that this form of housing provision does not correspond to demographic growth, and there may be a shift between supply and demand. Even with a large amount of empty land, vacant buildings and a decrease in population growth, the real estate market continues to produce new urban plots and the municipalities continue their physical-territorial expansion. In view of this problem, this master's research seeks to understand the structure of provision of urbanized plots in the aforementioned municipalities, emphasizing the relationships established between its agents, the financial arrangement of this structure and the reflections of this intense real estate activity in the territorial dimensions, economic and demographic. This research will use three methods, namely: the analysis of secondary databases, to characterize this identified overproduction; documentary research, analyzing documents from City Halls and Real Estate Offices and; field research, in order to understand and interpret these real estate dynamics from the perspective of the agents involved (owners, developers and local administration). With this, the research results will demonstrate how the structure of provision of new urbanized plots has contributed to the expansion of cities, as well as showing the relationships established between the agents involved and what their practices are.
