Abstract

This work aims to identify the similarities and differences in the structure and dynamics of refugee camps proposed by UNHCR at the international level and the Reception Centers built to receive Venezuelan refugees in Brazil. We intend to analyze the practices of institutions that act both in welcoming and integrating Venezuelans, in order to compare theory and practice in the context of the Welcomed Operation, executed and coordinated by the Federal Government. The field research will use the technique of non-participant observation to identify the above mentioned structures and practices of the centers, along with documentary research of the institutions (of Brazilian State and of the civil society) that act in the reception process. Our objective is thus to compare prescribed procedures with reality, especially the tension between permanence and provisionality in the reality of refugees.
