Abstract

Given the centrality that the Executive occupies in the public policy process (Kingdon, 2003; Baumgartner, Jones, 1993), presidential pronouncements are commonly used in studies to understand government priorities. In the analyzes carried out by Baumgartner and Jones, for example, the document used as an indicator of attention was the "Presidential State of the Union Speeches" speeches, presented annually by the president to Congress. For the authors, political speeches are volatile and can undergo frequent changes, so in order to make a comparative analysis between the statements, it is of paramount importance that they are made periodically, with regular and systematic publications, so that volatile changes can be identified over the years. In the Brazilian case, the documents that manage to fulfill these requirements are the presidential speeches, the messages to Congress, and the priorities listed in the electoral platforms of the ticket at the time of its registration in the validation for the electoral race.(AU)
