Abstract

This research seeks to analyze the Brazilian strategy for developing national capabilities in biological drugs and vaccines production. One of the main axes proposed in this research regards the use of public procurement mechanisms, technological orders and the establishment of public-private partnerships to strength the national productive, scientific and technological capabilities within the Economic-Industrial Health Complex in Brazil. By doing so, the research also intends to shed light on the economic, historical-institutional conditions and public policies held in the country to nationalize drugs and vaccines production to attend the Unified Health System demands at affordable prices. Also, the research contemplates an overlook on international experiences on the use of public procurement and technological orders instruments, as well as the establishment of public-private partnerships involving knowledge transfers between selected Global North and South countries, especially those involving the BRICS - Brazil, India, China, and South Africa. The international experiences overlook shall provide the basis to investigate the use of such instruments in Brazil. (AU)
