Abstract

Marine litter is an actual and highly visible environmental problem nowadays. The increase of marine litter is a result of the transformations experienced by humanity. The increase in marine litter is the result of changes experienced by humanity, whether or not economic, political, cultural or institutional. It is a global scale problem, and although each country has its peculiarity and presents unique strategies to combat litter at sea, the multidimensional nature of this issue requires answers at multiple geographic and jurisdictional scales, levels of administrative organization, policies and resources. Due to its diffuse origin, and different ways of this waste reaching the ocean, the problem involves different actors and sectors, demanding a complex institutional arrangement to solve the problem. Thus, multilevel governance is necessary to create action strategies and promote efficient public policies. This work aims to assess the main challenges to promote integrated coastal management and identify opportunities for good governance, having as a reference the policies that deal with the issue of marine litter in Australia and Brazil.
