Abstract

The student will investigate the institutional changes in health surveillance in Brazil from the establishment of a health surveillance secretariat at the Ministryof Health (1990s) to the creation of a National Health Surveillance Agency (1999), as well as the process of capacity building of biomedical regulation in Brazil throughout the 2000s. The student will trace the actors, their preferences, and the key moments of change in drug regulation. The student will also investigate how the process of building regulatory capacity developed in Brazil between 2001 and 2021, with a focus on human resources and engagement in international regulatory networks, among other topics. The project will contribute to explaining capacity-building in drug regulatory agencies-an area that is still understudied in the Global South.
