Abstract

The importance of innovation in the public sector has been growing in the last decades. Public organizations embrace innovation to increase their performance, maintain their legitimacy and create public value. However, even with the increased interest in innovation, research focused on the public sector is underdeveloped and scarce. Public organizations present unique innovation opportunities and barriers that are different from the private sector. In this sense, this work seeks to examine the innovation management systems in public organizations in light of the service literature. The Ph.D. research project studies public security institutions, in several countries, that develop structured innovation initiatives. Thus, through multiple case studies, this project aims to broaden the understanding of innovation in the public sector from the perspective of the dominant logic of services, seeking to understand how these organizations are organized to systematically innovate.
