Abstract

Introduction: The HIV virus infection has significant data worldwide, justifying the launch of the 90/90/90 targets in 2015 and 95/95/95 in 2021 by the World Health Organization to support countries in prevention, treatment and care about HIV. In Brazil, Primary Care is the privileged level of care for HIV/AIDS control actions, with the task of maintaining its promotion, prevention, diagnosis and longitudinal care activities for patients living with HIV/AIDS. However, the difficulties of Primary Care in these control actions permeate a variety of aspects: moral, ethical, technical, organizational and political. It is noted that studies on HIV control actions in Primary Care are incipient, both in terms of care and structural and programmatic issues. Thus, the (re)cognition of these actions in the Primary Care of a municipality is fundamental, as it brings elements that facilitate its planning; in order to qualify and enhance this level of care as a care coordinator in the Health Care Network, in addition to subsidizing public policies aimed at the local reality in search of reaching the goals, with a feasible impact on health, both in quality of life and in in reducing costs. Thus, this research aims to answer the following question: Has Primary Care in the city of Botucatu developed control actions established to face HIV/AIDS? Objective: To identify HIV/AIDS control actions in Primary Care in the city of Botucatu. Method: Descriptive and exploratory study that will adopt as a reference the concept of vulnerability, proposed by Ayres (2012), in its programmatic dimension. The study will be developed in the Primary Care of the Municipality of Botucatu. Health professionals who manage the Basic Health Units will be part of the research, as well as nurses and doctors who provide assistance in the same units. For data collection, a questionnaire with sociodemographic and professional identification will be used, an instrument entitled "Assessment of HIV/AIDS control actions in Primary Care" and complementary variables. Data collection will be carried out in person. In the data analysis, descriptive statistics will be performed.
