Abstract

How are foreign policy resources distributed in Brazil? Unlike other public policies,foreign policy is still treated as a black box when it comes to the use of public resources.However, given the conjuncture changes and the consequent complexity of the foreignpolicy formulation and execution process, understanding the allocation of nationalresources with external objectives is crucial. This project aims to map the distribution offederal spending by diplomatic representations in Brazil and general federal spending onforeign policy between 2014 and 2022. The human and financial resources employed ineach diplomatic representation of the country, as well as other federal resourcesemployed in foreign countries configure spending on diplomacy. The research alsointends to use an index of international engagement of Brazil disaggregated by country asthe result of foreign policy, considering several dimensions of the countrys internationalinsertion and not just commercial and economic aspects. As a research method, we willuse automatic data collection tools and descriptive statistics to produce a mapping ofBrazilian foreign policy expenditures. By systematizing expenditure data, we willproduce a web platform with USP domain for dissemination of research results. Theconstruction of the website with easy and didactic access to all the data collected willcontribute to the transparency of Brazilian spending on foreign policy.
